This paper outlines the reasons and the arguments that the dialogue between Kosovo and Serbia has to include in the agenda in relation to the issue of missing persons during the armed conflict of 1998-1999 and its aftermath. This paper provides information on the background of the armed conflict in Kosovo, the international and national legal framework, and operating mechanisms in Kosovo. At the end this paper offers four arguments in support of addressing the issue of missing persons in this dialogue.
