The need for this document arose from the experience of the contributors dealing with fragmentary remains in various mass fatality disasters. The contributors are well aware that in some contexts, most notably in that of the Twin Towers outrage on 11 September 2001, the focus of human remains management has been on the identification of fragments of human remains using the most sophisticated molecular techniques available.
