On 3 September 1993, the President of Azerbaijan promulgated the Law on Perpetuating the Memory of Martyr and Benefits of Families of Martyrs. The legisation aims to regulate the status and social protection of martyrs, and their families.
In particular, Artilce 1 defines the concept of martyr as a person who died for the independence, sovereignty and territorial integrity of the Republic of Azerbaijan, went missing on the grounds of military operations and considered dead in accordance with legislation. It further specifies which persons can be considered as members of a family of martyr.
Articles 3 and 4 set out the different benefits granted to the family of martyrs in terms of pensions and housing; whereas Articles 5 and 6 define the authority in charge of solving issues related to martyrs and their families as well as sources of funding spent on those issues.
Finally, Article 8 tasks the Cabinet of Ministers of the Republic of Azerbaijan with adopting all necessary documents for the implementation of this legislation.
