There are a range of standards on how to address the needs of families of missing persons, both legal and non-legal. Many of these however are narrowly drawn legal provisions that provide a framework of obligations, but do not necessarily go into the detail of what is needed to address the breadth of the problem that families globally face today. In this gap analysis, Simon Robins analyzes existing legal frameworks, standards and guidelines, in terms of their scope and relevance in addressing families’ needs, with the intention of identifying gaps and driving recommendations for new technical standards that can drive a more effective practice.
